CEWA History

1980's
The APEA had the following characteristics:
  • Was passive in its approach to labour/management relations
  • Was reactive to Company changes that affected the membership
  • Had a family style organization -was the child to the parent (Alberta Power Ltd)
  • Executive Council was made up of two representatives from each district – Chairman & Councillor
  • Although most of the decisions were made by Executive Council in Edmonton, and not closer to the work and issues it was mainly an information sharing body
Late 1989
The Executive Council hired a change management consultant to assist the APEA with the organizational change process: "Drivers for Organizational Change"
  • APEA wanted to be more active in labour relations with AlbertaPower Ltd and other labour organizations
  • APEA wanted to be more engaged with the membership
  • APEA wanted to ensure that theyretained the values the APEA had developed over the years
1998
ATCO Corporate rebranded and restructured all of its holdings, including Alberta Power Ltd.

The Alberta Power Employees Association achieved federal jurisdiction as a bargaining agent under the name Canadian Energy Workers Association (CEWA) to allow for representation of members in other parts of Canada.
1999
As Canadian Energy Workers Association (CEWA), An Ad-hoc ‘Restructure Committee’ was formed to work on:
  • The CEWA organizational structure
  • Creating Chapters that aligned with the new Corporate structure
  • The Bylaws and Policies
2008
CEWA recruited and hired a Labour Relations Officer
The CEWA Executive Board,seeing the increase inmembership and workload, andwith the duty of fair representationin mind, determined thatadditional skills and staff wererequired to appropriately managethe work in the CEWA office.
2011
CEWA President is renamed to CEWA Business Manager
2012
CEWA became the bargaining agent for the employees who work for Northland Utilities (NWT) Limited, located in Hay River and amalgamated that group of members with Chapter 104, Northland Utilities (Yellowknife) Limited.

The membership of Yukon electrical Employees’ Association (YEEA) voted to merge with CEWA.
2013
Chapter 101 represents the employees of ATCO Electric Ltd
  • The districts are Bonnyville, Drumheller, Edmonton, Fort McMurray, Grande Prairie, Head Office Construction, Lloydminster, Peace River and Slave Lake
Chapter 102 represents the employees of ATCO Power Ltd
  • The districts are Battle River,Sheerness and Edmonton/Calgary (which includes G.T. & Hydro)
Chapter 104 represents the employees of Northland Utilities (Hay River)
Chapter 107 represents the employeesof Yukon Electric Company Limited
The CEWA Executive positions of CEWA Business Manager, CEWA Vice-President, and CEWA Secretary-Treasurer are elected by the membership at large for a three year term.
2019
New Chapter (103) formed with the creation of CU Inc ATCO Power sold, now Heartland Generation Ltd
Today
The Chapter Officer positions of President, Vice-President/Treasurer, Communication Officer, Directors are elected by their Chapter membership for a two year term.
The Director and as many Councilors as are deemed necessary by the Chapter represent the membership in each district
